Environmental Documents

The Planning Division administers the environmental review process for all land-use projects within the City pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), as applicable.  All projects and proposals are reviewed to ensure that the health and safety of the public are protected and that all project related impacts are appropriately mitigated.  Major projects currently going through the entitlement process include:

 


Citywide Code Amendments

Project Description
The proposed project intends to make minor updates and changes to the City of El Monte’s June 2011 General Plan and to the City Municipal Code. The main Chapter that is being revised is Chapter 17.14 (Non-Conforming Provisions).  Other miscellaneous sections being revised include specific standards related to accessory structures, parking, entitlements, residential setbacks, density bonus provisions and public art.  In addition, several properties that were zoned or general planned incorrectly in 2011 will be corrected.

An Initial Study has been prepared for the project:

Comments on the Initial Study were received from March 2, 2016 to March 21, 2016. The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

Garvey/La Madera Mixed-Use Project

Project Description  
The project calls to construct a multi-story mixed-use project on a 2.98 acre site bounded by La Madera Avenue to the west, Garvey Avenue to the south and Asher Street and Baseball Street to the north.  The main building along Garvey Avenue will be up to 4-stories in height and will include ground floor retail and upper floor assisted living and 28 senior housing units.  A second smaller building to the north will be 2-stories in height and will house a memory care facility.  Requested entitlements include a General Plan Amendment and Zone Change (for the northern portion of the site) to Mixed/Multi-Use (MMU) to allow a mixed-use project, a Tentative Tract Map, Conditional Use Permit for senior housing and a multi-tenant building, Design Review for the architecture and Modifications to reduce the density and number of loading spaces.  An Initial Study has been prepared for the project:

Hickson Industrial Project

Project Description
The project calls to construct two industrial buildings totaling 67,111 square feet and 99 surface parking spaces on a vacant 2.89 acre site.  The site is zoned Light Manufacturing (M-1).  Requested entitlements include a Conditional Use Permit (CUP) to construct within 150 feet of a residentially zoned property and a Design Review for building architecture and site landscaping.  An Initial Study has been prepared for the project:

Comments on the Initial Study were received from March 14, 2016 to April 4, 2016. In addition, a Community Meeting was held on March 30, 2016.  The project is currently going through the entitlement process with a public hearing before the Planning Commission.

Valley & Ramona Residential Project

Project Description
The applicant proposes to construct a 62-unit townhouse development (including 4 live-work units) on a vacant 3.08 acre site. Requested entitlements include: a Zone Change to change the property’s zoning to MMU (Mixed-use/Multi-use), a Tentative Tract Map, a Design Review, a Variance related to trash enclosures and Modifications related to density, distance between buildings, heights and fences/walls.  The Zone Change boundary has been expanded to include a vacant property with an APN of 8568-032-911.  An Initial Study has been prepared for the project:

Comments on the Initial Study were received from February 10, 2016 to March 1, 2016.  The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

Lawrence Equipment Project
11228 Chosen Street

Project Description
Lawrence Equipment Company is proposing to expand its existing industrial use currently located wholly within the City of South El Monte to include six parcels the City of El Monte. Three of these parcels, with frontage along Durfee Avenue, are currently zoned Mixed/Multi-Use (MMU), and three other parcels, with frontage along Chosen Street, are currently zoned Low-Density Multiple-Family Dwelling Zone (R-2).  A new office/warehouse building with surface parking is proposed at the corner of Durfee and Chosen.  A separate parcel, located at the southeast corner of Maxson and Chosen, is proposed for overflow surface parking.  A Mitigated Negative Declaration (MND) is being prepared for this project.  An alternative also evaluated a no overflow parking at the southeast corner of Maxson and Chosen.   An Initial Study has been prepared for the project:

Public Comments
Comments on the Initial Study were received during the two review periods, in June 2014 for the original study and from November 12, 2015 to December 14, 2015 for a revised study.  A community meeting on the Initial Study was also held in June 2014.  The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

Valley Mixed-Use Project and Expanded Zone Change
Project: 11640-11710 Valley Boulevard
Expanded Area: 11730 and 11740 Valley Boulevard and 3147 Baseball Avenue 


Project Description
The project calls to construct a 4-story mixed-use project with 31,240 square feet of commercial space, 76 upper story residential units and 311 surface and underground parking spaces.  The 2.57 acre site was formerly developed with an automobile dealership.  Requested entitlements include a General Plan Amendment and Zone Change to Mixed/Multi-use to allow a mixed-use project, a Tentative Tract Map (TTM) for condominium purposes and Design Review (DR) for the building architecture and site landscaping.  In addition, staff initiated expanding the General Plan Amendment and Zone Change to include the properties to the east at 11730 Valley Boulevard, 11740 Valley Boulevard and 3147 Baseball Avenue.  An Initial Study has been prepared for the project:

Comments on the Initial Study were received from March 14, 2016 to April 13, 2016. In addition, a Community Meeting was held on March 31, 2016.  The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

Environmental for Approved Projects

Arcadia Logistics Site (in the City of Arcadia)
12321 Lower Azusa Road

This project site is located on an 81 acre site the City of Arcadia (on Lower Azusa Road just to the east of the City of El Monte boundary).  The project proposed 1.68 million square feet of industrial, warehouse and office space in an industrial park setting.  An Environmental Impact Report (EIR) was prepared and evaluated topic areas such as aesthetics, air quality, noise, transportation/traffic and utilities.  In February 2016, the Arcadia City Council approved the entitlements and certified the EIR.  Additional information on the project can be found by contacting the City of Arcadia at (626) 574-5442 or on their website:

 

 

Bannister Project
4422-4436 Bannister Street

The project calls to construct 22 two-story single-family dwelling units on a 3.15 acre site. In September 2015, the City Council approved the entitlements and adopted a Mitigated Negative Declaration for the project:


Flair Spectrum Project
9400 Flair Drive

The 14.66 acre project site is located at the southeast corner of Flair Drive and Rio Hondo Avenue.  The project includes a 250-room hotel, a 690,000 square foot retail outlet center, 600 dwelling units and 3,491 parking spaces.

In January 2015, the City Council approved the entitlements and certified an Environmental Impact Report (EIR) for the project:

 
Garvey/Tyler Project
11022-11048 Garvey Avenue

The project calls to demolish the existing developments on the site and construct a new mixed-use project with 67 multi-family units, 3 work-live units and a 2,150 square foot retail building.  The 3.49 acre site is located on the south side of Garvey Avenue between Tyler Avenue and Consol Avenue. In August 2015, the City Council approved the entitlements and adopted a Mitigated Negative Declaration for the project:

 

Palo Verde Apartments Project
4707 and 4716 N. Peck Road

The project calls to construct a new 49-unit affordable housing development (with 25 units reserved for homeless veteran individuals and families and 23 units to low-income individuals and families).  The subject site has an area of 1.03 acres.  In January 2016, the Planning Commission approved the project and adopted a Mitigated Negative Declaration for the project:

Rowland Housing Project
4127-4143 Rowland Avenue

The project calls to construct a 71-unit multi-family development with two- and three- story structures on a 3-acre vacant site.  Requested entitlements include a Tentative Tract Map for condominium purposes, a Conditional Use Permit to construct multi-family units and a Variance for open space. In January 2016, the City Council approved the entitlements and adopted a Mitigated Negative Declaration for the project:


Walmart Project
4000 Arden Road

This project calls to construct an 182,429 square foot supercenter with associated circulation, parking and loading facilities on a 15.4 acre site.  The center would include merchandise and groceries, off-site alcohol sales, a food tenant and non-food tenants (e.g. bank, medical clinic, portrait studio or salon) and an outdoor garden center.
