Environmental Documents

The Planning Division administers the environmental review process for all land-use projects within the City pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), as applicable.  All projects and proposals are reviewed to ensure that the health and safety of the public are protected and that all project related impacts are appropriately mitigated.  Major projects currently going through the entitlement process include:

 

 


Garvey/La Madera Mixed-Use Project
11619-11707 Garvey Avenue, 11726-11728 Asher Street and 3024 La Madera Avenue


Project Description  
The project calls to construct a multi-story mixed-use project on a 2.98 acre site bounded by La Madera Avenue to the west, Garvey Avenue to the south and Asher Street and Baseball Street to the north.  The main building along Garvey Avenue will be up to 4-stories in height and will include ground floor retail and upper floor assisted living and 28 senior housing units.  A second smaller building to the north will be 2-stories in height and will house a memory care facility.  Requested entitlements include a General Plan Amendment and Zone Change (for the northern portion of the site) to Mixed/Multi-Use (MMU) to allow a mixed-use project, a Tentative Tract Map, Conditional Use Permit for senior housing and a multi-tenant building, Design Review for the architecture and Modifications to reduce the density and number of loading spaces.  An Initial Study has been prepared for the project:

Public Comments
Comments on the Initial Study were received from April 29, 2016 to May 23, 2016.  In addition, a community meeting was held on Thursday, May 12, 2016.  The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

Lawrence Equipment Project
11228 Chosen Street

Project Description
The applicant is proposing to demolish existing commercial, industrial and residential structures and construct a new 34,588 square foot office/warehouse building and a 57 space surface parking lot for an expansion of the existing Lawrence Equipment Company. Requested entitlements include a General Plan Amendment and Zone Change for a portion of the site, a Conditional Use Permit for a buffer use, Design Review for new construction and Modifications related to side yard setbacks and fence heights.  The project was originally presented to the Planning Commission in December 2015.  That version of the project included a parking lot at 12202 Chosen Street, which has since been removed.

Public Comments
Comments on the Initial Study were received during the two review periods, in June 2014 for the original study and from November 12, 2015 to December 14, 2015 for a revised study.  A community meeting on the Initial Study was also held in June 2014.  The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

San Gabriel Valley Water Company

Project Description
The applicant is proposing to replace an existing well for the Plant No. 1 facility that has been damaged and cannot be repaired.  The project will also replace the existing 62 year old reservoir to meet modern code requirements.  Additional improvements include constructing four well buildings and completing street and sidewalk repairs and installing new walls and landscaping.  Requested entitlements include a Conditional Use Permit for a government related facility (for a water company).  An Initial Study has been prepared for the project:

Valley Mixed-Use Project and Expanded Zone Change
Project: 11640-11710 Valley Boulevard
Expanded Area: 11730 and 11740 Valley Boulevard and 3147 Baseball Avenue 


Project Description
The project calls to construct a 4-story mixed-use project with 31,240 square feet of commercial space, 76 upper story residential units and 311 surface and underground parking spaces.  The 2.57 acre site was formerly developed with an automobile dealership.  Requested entitlements include a General Plan Amendment and Zone Change to Mixed/Multi-use to allow a mixed-use project, a Tentative Tract Map (TTM) for condominium purposes and Design Review (DR) for the building architecture and site landscaping.  In addition, staff initiated expanding the General Plan Amendment and Zone Change to include the properties to the east at 11730 Valley Boulevard, 11740 Valley Boulevard and 3147 Baseball Avenue.  An Initial Study has been prepared for the project:

Comments on the Initial Study were received from March 14, 2016 to April 13, 2016. In addition, a Community Meeting was held on March 31, 2016.  The project is currently going through the entitlement process with public hearings before the Planning Commission and City Council.

Environmental for Approved Projects

Bannister Project
4422-4436 Bannister Street

The project calls to construct 22 two-story single-family dwelling units on a 3.15 acre site. In September 2015, the City Council approved the project and adopted a Mitigated Negative Declaration:



Flair Spectrum Project
9400 Flair Drive

The 14.66 acre project site is located at the southeast corner of Flair Drive and Rio Hondo Avenue.  The project includes a 250-room hotel, a 690,000 square foot retail outlet center, 600 dwelling units and 3,491 parking spaces.

In January 2015, the City Council approved the project and certified an Environmental Impact Report (EIR):

 
Garvey/Tyler Project

The project calls to demolish the existing developments on the site and construct a new mixed-use project with 67 multi-family units, 3 work-live units and a 2,150 square foot retail building.  The 3.49 acre site is located on the south side of Garvey Avenue between Tyler Avenue and Consol Avenue. In August 2015, the City Council approved the project and adopted a Mitigated Negative Declaration:

 

Hickson Industrial Project

The project calls to construct two industrial buildings totaling 67,111 square feet on a vacant 2.89 acre site.  In April 2016, the Planning Commission approved the project and adopted a Mitigated Negative Declaration:
 



Palo Verde Apartments Project

The project calls to construct a new 49-unit affordable housing development on a 1.03 acre site. In January 2016, the Planning Commission approved the project and adopted a Mitigated Negative Declaration:

Rowland Housing Project

The project calls to construct a 71-unit multi-family development with two- and three- story structures on a vacant 3-acre site.  In January 2016, the City Council approved the project and adopted a Mitigated Negative Declaration:


Valley & Ramona Residential Project

The project calls to construct a 62-unit townhouse development (including 4 live-work units) on a vacant 3.08 acre site.  In May 2016, the City Council approved the project and adopted a Mitigated Negative Declaration:


Walmart Project
4000 Arden Road

This project calls to construct an 182,429 square foot supercenter with associated circulation, parking and loading facilities on a 15.4 acre site.  The center would include merchandise and groceries, off-site alcohol sales, smaller sub-tenant and an outdoor garden center.
