Parks, Recreation and Community Services


The Parks, Recreation & Community Services Department presents a wide variety of quality services and programs designed for the residents of El Monte.

As a member of the El Monte community, we hope that you will find the kind of activities that will bring interest, involvement, and quality leisure time participation for the children, teens, adults, and seniors in your family.



The Administration Division is responsible for promoting the vision of the Department.  It is also responsible for day to day operations of the Department, budget preparation and management, grants management, payroll and accounts payable submittal, personnel matters, team building, park development, park facility construction, inter-departmental coordination, outreach and collaboration with the School District and community organizations.

Current projects include the Lambert Park Expansion Project.

The Parks and Recreation Division is responsible for the operations, programming and supervision of 12 city facilities.  The division provides quality programs, which include homework assistance, after school clubs, nutritional awareness and physical enhancement programs that positively impact the health and wellness of children and families throughout the community.  Afterschool programming is held at seven of our neighborhood parks and playground site, Arceo Park, Cogswell School, Baldwin Mini Park, Fletcher Park, Lambert Park, Mt. View Park and Zamora Park continue to be welcomed assets as we strive to improve the overall quality of life for our children and families. 

The Adult Sports Program which is a self-sustaining program offers a variety of organized sports activities for adults.  There are many benefits to the city including: facilities are kept in top condition, adults who are normally difficult to program for have good quality programs in which to participate, and local industry and sponsors are able to offer their employees a coordinated recreation program. 

The Parks and Recreation Division is also responsible for providing special events that continue to promote and build a sense of community and increase cultural unity throughout the city.    The division also provides support services to numerous citywide events.

If you are looking for a venue for a special event, the Parks and Recreation Division facilitates the use/rental of the El Monte Community Center in addition to all park sites. Numerous schools, community organizations, county agencies and non-profit organizations, as well as residents use City facilities.



The Community and Senior Services Division is housed at the Jack Crippen Multipurpose Senior Center, which is a one-stop shop and serves as the community focal point where services are provided by licensed, professional staff, volunteers and outside agencies. Available programs in this Division impact the total family system from cradle to throughout retirement. Examples include the Health and Wellness component, promoting place based policies, recreational programs, the Summer Food Programs for youth providing breakfast and lunch, to social workers assisting clients in their homes.

The Jack Crippen Multipurpose Senior Center (JCMPSC) services as the administrative hub for all the Center’s programs and services of the Division. The Center’s primary focus is to assist individuals ‘age-in-place’ by providing valuable services. Certain age restrictions apply. Please see appropriate link for more information.



The Aquatic Center has introduced many exciting opportunities for the City of El Monte, including the ability of offering aquatic programs on a year round basis.  It has been very rewarding for us to witness not only the continued support of our lesson program, but also the growing enthusiasm our new classes (i.e. water and floor aerobics, and lap swimming) have encountered.  If you haven't had the chance to participate in one of our program offerings, you don't have to wait until next summer!  Stop by and enjoy all the benefits and fun of water sports, without the temperaments of the weather, in a beautiful heated indoor pool.
