CITY OF EL MONTE'S ZERO-EMISSION BUS ROLLOUT PLAN

In December of 2018, the State of California (State) through the California Air Resources Board (CARB), implemented the Innovative Clean Transit (ICT) Regulation which requires all public transit agencies to gradually transition their bus fleets to zero-emission buses (ZEBs). The ICT regulation applies to all transit agencies that own or lease their own transit bus fleet with a gross vehicle weight rating (GVWR) greater than 14,000 pounds. The requirement for small transit agencies such as the City of El Monte's Transportation Services will be required to begin its ZEB purchases by calendar year 2026. Starting in year 2029, 100 percent of all transit bus purchases will be required to be zero-emission buses with a full transition to ZEBs by 2040. In order to comply with State requirements, the City of El Monte developed the following ZEB Rollout Plan:
